  1. Surely by now everyone in the care home field is aware that radiators should be of a type where surface temperatures do not exceed 43C and risk assessments should be carried out even for these.

    This is pure negligence, I have been installing heating in nursing homes for thirty years and since 1994 all radiators have to be low surface temperature, this should have been noted on an annual inspection.
