Gas Safe Registered Engineer

The Heat Pump Association UK (HPA UK) has announced the appointment of Mark Williams as its new Head of Policy and Communications.

Mark joins HPA UK from EDF Energy, where he led work on electricity market reform in his role as Senior Net Zero Strategy and Policy Adviser.

Prior to this, he established the policy analysis team at Energy UK, using insight-led advocacy to explain and shape energy policy, including the reform of electricity policy costs to support heat electrification.

Before specialising in decarbonisation, Mark worked across industry, consultancy and the third sector in areas including poverty, housing and criminal justice. He holds a degree in Philosophy, Politics and Economics from the University of Oxford and is dedicated to developing evidence-led, politically salient policy and communicating it effectively to accelerate the adoption of clean heating and the wider energy transition.

In his new role, Mark will spearhead HPA UK’s policy and communications strategy, working with members, policymakers and stakeholders to accelerate the growth of the heat pump sector and support the UK’s net zero ambitions.

Mark Williams said:

“I am thrilled to be joining HPA UK to lead its policy and communications work. We are at a crossroads in the transition to clean heating. The role of heat pumps in providing clean, affordable warmth to homes and businesses while delivering a more secure energy system has never been more vital.

“This is an exciting time for HPA UK as it builds on the creation of a unified trade body to strengthen the voice of the industry. I am eager to work closely with our members who are investing and creating jobs across the UK.

“I look forward to collaborating with everyone working to accelerate the adoption of clean heating in the months and years ahead.”

Mark Wilkins, Co-Chair of HPA UK, said:

“We are delighted to welcome Mark as our new Head of Policy and Communications. Mark’s experience, skills, knowledge and commitment are exactly what the association needs at this pivotal time for the heat pump sector.  His deep understanding of energy policy and electricity market reform will be invaluable as we continue to advocate for policies that make clean heating the most cost-effective and accessible option for consumers and businesses.”
